I am informed by the Portuguese Minister that an arrangement has been concluded
at Lisbon by the Chinese Minister at Paris. It is on the following lines :---
The restoration of the status quo according to the Treaty of 1887 between Portugal
and China, all posts occupied since then by either side to be evacuated.
China to agree to the appointment of the Commissioners which Portugal has nominated (this will save the latter's face), but to state that it has been decided to appoint a High Commissioner who will represent China.
Portugal then to name a High Commissioner also; the High Commissioner thus constituted at once to proceed to a delimitation
The matter to be referred to arbitration in the event of disagreement.
This satisactory solution of the question is attributed by the Portuguese to your intervention, for which they thank you. They hope you will support a solution on these lines. They do not object to the deputation of a British Consular officer, but in view of the above they consider that the proposal is for the present unnecessary.
Please endeavour to procure the confirmation of the arrangement.
